Is there a "repair routine" in The disks? If I found it I wanted to copy it to another safe location while I did a full re-install of Outlook 2007 and then move the copied file into the appropriate location to start new. What do you suggest I do?

theres a space between, exe /And what would you want to copy to a safe location? If you mean your data file, its only neccessary to copy it to eg Documents, with outlook closed. There is no appropriate location for an outlook data file, there is a default location.A remove / reinstall of Outlook will do nothing with regard outlook settings, as they are retainedYou can also run Office Diagnostics from eg Word (Word> Options)
